Dr. Angelos F. Vlachos, is a public policy expert with managerial competence focusing on sustainable development, also with a heavy academic background; BA and PhD / Univ. of Athens; MA Univ. of Sussex.
His experience lies at multi-levels, initially with a wide-ranging research performance and at a later stage on numerous strategic ventures related to the tourism phenomenon and the port industry.
Throughout the last decade he has concentrated multifariously on infrastructures’ management (actually, public property assets), and above all “Blue Growth” Projects.After 2004, A. Vlachos moved in the international tourism industry; hired -among others- as business developer to South Mediterranean, later he served in the [Greek] Ministry of Tourism as Senior Policy Consultant focusing on various matters (eg. national marketing strategy, tourism & cultural interconnection, stakeholders’ issues, international relations with World Tourism Organization (WTO), tourism satellite accounts), and later> as Chief of Office for Parliamentary Affairs.
During 2010, he was assigned Director of the Greek National Tourism Organization Offices in China (Beijing/Shanghai), been also a member of the Greek Embassy charged with the mission to penetrate into the Chinese Tourism Market; under this capacity, he inaugurated the first official marketing plan for attracting Chinese tourists to Greece.
Following his return in Greece, he was named Liaison Officer for the Greek-Chinese Tourism and Development Committee.
He operated as independent expert in tourism policy issues (on behalf of Municipalities and private firms), while also dealing with the cruise sector.
Besides, he initiated a European co-funded research scheme (P-P Project); right after, he coordinated an extended academic team setting up the Sustainable Tourism Observatory.
His research activities concern, port management, sustainable development, tourism policy and also facets of 20th c. social and economic history. He has published extensively in academic journals, collective essays, also participating in various academic conferences.
A. Vlachos has taught in various universities (including the Uni of Piraeus, etc); currently he is lecturing part-time at the Hellenic Open University (EAP).
His last book “Tourism Development and Public Policies in Contemporary Greece”, (Athens: Economia Pub, 2016), highlights the State’s vigorous role in the emergence of Τourism as a cardinal political-economic venture in 20th c. Greece [to be translated in English].For almost seven years, and until 2021, he served as a non-executive Member of Directors of Hellenic Republic Asset Development Fund (BoD of HRADF-aka TAIPED).
Moreover, A. Vlachos was managing the licensing process of the Seaplanes Project on behalf of the Fund. For the respective period, he represented the Greek Public/HRADF as a BoD member at Thessaloniki Port Authority (ThPA), been in charge of the privatisation process. After this, he was charged as Fund Manager with the implementation of the Concession Agreement and also had a vital role participating at the Audit Committee of the above-mentioned listed company. Furthermore, he was leading the Thessaloniki Port’s strong effort to develop its competence at the cruise sector.
In Sept 2021, he was assigned as Director of the Port Training Institute “Exantas”, a subsidiary of ELIME (Association of the Greek Ports) focusing on the development of the port training in Greece and similar european projects (resigned Sept 2022).
Concurrently, he served as Strategic Consultant to HRADF regarding the small ports and marinas owned by the above-mentioned State Fund; to this respect, he represented the interests of the Greek Government as a liaison holding a seat at the BoDs of Kavala Port SA and Alexandroupolis Port SA accordingly.Since early Jan 2023, Dr. Angelos F. Vlachos is the CEO of the Port of Kavala SA.
